KREI Held 24th Rural Policy Forum


The Korea Rural Economic Institute (KREI, President Kim Changgil) held the 24th Rural Policy Forum on the theme of “Beyond the Local Extinction Theory: A Way to Regenerate Rural Communities” with the Ministry of Agriculture, Food and Rural Affairs (MAFRA) and the National Council of County Governors in Rural Areas in the auditorium of the National Agricultural Cooperative Federation in the afternoon, Dec. 5.


The forum aimed to share field cases that show new possibilities and vitality in rural areas where a sense of crisis has mounted due to the local extinction theory. 


In his topic presentation, “Beyond the Local Extinction Theory: A New Understanding of Rural Reality and Future Possibilities,” KREI senior research fellow Sim Jaehun said, “In rural areas, despite the crisis of extinction due to aging, a continued rise in people returning to farming and rural regions and the birthrate higher than the national average have increased the population.” He argued, “Although the future rural population will be different by region, there will be no rural extinction.” He also emphasized, “Beyond the local extinction theory, rural communities can expect their revival due to an increase in new possibilities and opportunities.”


In his presentation, “Direction of Rural Development Policy for Revitalizing Rural Communities,” Kim Cheol, head of MAFRA’s Rural Development Division, explained, “To improve welfare in rural areas nationwide, the government is creating 1,600 hubs of living without inconvenience, 100 hubs of vitality with jobs, and rural areas where urban residents visit due to the spread of the value of rurality.”


The forum also included the following presentations: “Experience of Vitalizing a Rural Community in Goesan, an Organic, Longevity Region” by Lee Chayeong, governor of Goesan, Chungcheongbuk-do; and “Small But Strong Region, Jeungpyeong: Overcoming the Local Extinction Theory” by Hong Seongyeol, governor of Jeungpyeong, Chungcheongbuk-do.


The Rural Policy Forum, which has been run for nine years since 2009, is a policy research network among researchers, on-site specialists, and public officials in the field of rural development.
