 How to apply 2021 KAPEX training in Cambodia



   

   Annyeonghaseyo,Hello Everyone! Greeting from Cambodia

   My name is Ren Theary. I would like to be interested in this training as follows:

 

  1) How did you feel duringparticipating in KAPEX training program?

        

    At first, I was interested in the name KAPEX, then my Director gave me the opportunity and advised me to apply for this course. I sincerely commend the organizers of this training, even in the face of adversity caused by Covid-19 outbreak. The program of this study is smooth, with expert speakers presented in a detailed and easy-to-understand manner, including practical video demonstrations. In particular, cover all Policylectures and Field lectures. All the lessons are really interesting, showing how Korea has worked hard to overcome all obstacles to become successful and become a developed country in East Asia. I really appreciate and thank you so much for presenting and sharing all these wonderful experiences.

    

    2) What you learned fromKAPEX training program?

    

    It was my great honor that KAPEX organizer included me in the list of participants for the Cambodian team of 2021 training program. I would be able to learn many things in Korea. I was really excited to learn how to write an action plan, how to develop business and policy at rural, High technology agriculture for Smart agricultural, protect horticulture, agricultural mechanization, agriculture development inmarketing products, production infrastructure, especially, management of agricultural water system, livestock quarantine, Animal quarantine , and hygiene to control and prevent emerging diseases, management of Agri-food, animal quarantine, quality standardization, and sanitation, and also combine with Field lectures, valuechain of production, prevention of livestock diseases, protected horticulture industry and agricultural products quality certification and management system. It was a great platform to increase my skills and furthermore recognize the need for effective work.

    

    3) How did you apply what you learned from KAPEX training program in your country?

    

    Definitely Yes! 

    Generally, I have learned most important lessons from KAPEX training program that I can apply to my country as follows:

       

     1.    AnimalQuarantine and Hygiene management in Korea

     The purpose of Animals is important for protecting biological resources (domesticanimal and pest diseases), maintaining public health, and also maintainingtrade (WTO/SPS). In Cambodia, the General Directorate of Animal Health and Production is responsible for the inspection of animals and animal products leaving Cambodia and the issuance of an Animal Health Certificate as required under the OIE convention. For animal health, the prevalence of various animal diseases, including Foot and Mouth Disease (FMD), Classical Swine Fever (CSF),Newcastle Disease (ND), Highly Pathogenic Avian Influenza (HPAI), Porcine Reproductive and Respiratory Syndrome(PRRS) are concern.

      At present, there are limited inspection or quarantine activities for animal products as such the country relies on the SPS management measures of its neighbors. The inspectors are present at the time of slaughtering through to meat distribution. The inspector’s role is primarily to check the live animalhealth certificates and their actual physical health, the slaughtering process, and postmortem meat quality.

    A laboratory analysis is required to identify SPS risks. As with systems certification, the analysis and staff competence have to comply with internationally recognized standards, in this case, ISO17025. The accuracy of tests in government laboratories can be considered. 

        

    2.  SmartAgricultural Policy in Korea

   The Climate-Smart Agriculture approach addresses food security and climate change simultaneously, whilst contributing to greenhouse gas mitigation. Agriculture and food systems must undergo significant transformations in order to meet the challenges of food security and climate change. it can be a major driver to achieve.

    Cambodia's government promotes sustainable intensification of food production through efficient, mindful, andclimate-smart agricultural practices. Climate change does have a bearing on their livelihoods today, and it will have more impact in the future. Solutions should therefore be compatible with sustainable production in view of climate change. What they need most are agricultural models and practices which are “people-smart” all eviating poverty and food insecurity.

        

    3.  Collaborationfor Sustainability

    Collaboration for Sustainability, makes collaborative partnerships develop between those in different fields to supplement one another’s expertise. The relationships between collaborative partners can lead to long term partnerships that rely on one another to improve our economic.

 

    4) What would you say to those who will take KAPEX training program?


    In my opinion, Ihave 3 items the most impressive and very remember to KAPEX training program asfollows:

        

    1.   The overall agenda of the programcontents

        I really appreciate what the KAPEX program offered to its participants. The training from the Korean Agricultural Policy Experiences(KAPEX) provided us an opportunity to gain lessons and experiences that were essential in helping improve the Cambodia Livestock Quarantine and Animal Quarantine Hygiene management given by Dr. Yeonsu Oh, and Dr. Jenny Kim provided us relevant and useful information Enhancement for Sustainable Source of livestock quarantine policy clearly discussed prevent of livestock disease, provide safety and reassurance to the lives of people through Korea meticulous quarantine and disease control of the Animal and Plant Quarantine Agency. And Prevention policy of Livestock Diseases given by Dr.Park Sung Han, it also conducts the development and dissemination process of veterinary vaccines for major livestock diseases Research to prevent unauthorized distribution and in general made sure that its farmers are given high-quality livestock product safety. 

    Generally, the overall program provided us clarity in attaining our research objectives as follows: determine success factors of the Korean government which are inputs to the Cambodia vaccinestrain selection to develop vaccine evaluation at once generate baselineinformation on essential requirements of the vaccine strain and provide opportunities to transform the lessons learned into recommendations or practices. I also appreciate highly mechanized vaccine strain production. It truly represented determined Korea is in producing vaccines high quality, effective with high technologies.


    2.   Organizationof facilitation by KAPEX to participants

       This course provides us with an organized and well-managed program from the start to the end of the training course. I appreciate, the overall program provides us clarity in attaining lessons from all speakers, it really very wonderful with the video clip throughthis video, we can see really directly of the Animal and Plant Quarantine Agency, the Development and Dissemination Process of Veterinary Vaccines forLivestock, and farms such as Handon (Korea Pork) Association, it made us easy to learn, listen, and understanding, especially, there are some homework pre-quiz, post-quiz that made us more clearly of each policy lectures or Field lectures.

        

    3.   Developmentof Korea and the Korean culture

      I was really amazed by the multi-functionality of agriculture and the rapid economic growth of Korea that also resulted in self-sufficiency for staple food including rice. If we look back to 1970s to the present Korea was changed from a traditional agrarian economy to an export-oriented industry, the major task of agricultural mechanization in Smart agriculture. It's really admirable how it successfully moved from being an aid recipient to becoming an aid donor. Korea is the only country that evolved from recipient to donor country in the world to other countries including Cambodia.

    The Korean people are really resilient and generous established their social responsibility by their willingness to share their experience with other countries and the international community by implementing the structure of Official Development Assistance(ODA) under the Minister of Agriculture, Food and Rural Affairs (MAFRA). I really appreciate how passionate and determined Korean people are in achieving their aims and objectives. Korean people are serious and focused on doing their best to achieve the Korean holistic.

   

     I think Unity and collaboration are essential to any country, for it will spark like an engine that ignites to start its function. Everyone should be enthusiastic to cooperate and coordinate in order to come up with acommon strategy and further attain sustainability. It means that no matter what Cambodia meets difficulties and failures the country is facing, if Cambodia is determined and willing to find solutions and strategies, there’s always a way to achieve its aims, like what Korea did. If Korea could do it, then Cambodia will get it too.
