World Trade Organization(WTO) has become the center of the trade and commerce related issues of every member countries since Doha Round. Their Strategic plans for the economic development will heavily depend on the tendency and results of the negotiations.
The purpose of this study is to minimize the negative effects from WTO agreements. To achieve this goal, it is required to follow the discussions, to expect the results and analyze the effects, and to prepare schemes to deal with each problem.
For the analyses several scenarios were applied to the tariff rate of forest products at first. The formula applied in UR agreements was better than Swiss formula for each tier in Agriculture negotiations. This will offer sensitive products such as chestnuts, pine nuts, and jujube a degree of flexibility. For the wood products associated with Market access non-Agricultural product negotiations the modified Swiss formula suggested by the negotiation group chairman gives a less reduction of tariff rates than the original Swiss formula proposed by Canada, EC and the U.S. Chestnuts and Pine nuts have some competitive advantage in price among the sensitive products in Agriculture negotiations. There are several issues to tackle in discussions, and the government agency of forest products has not much thing to do with the negotiation groups but have an important issue for the domestic affairs in dealing with sensitive products.
