The 2004 Poll Result on Farmers' Attitude Changes and Pending Problems

This poll was conducted with 2,000 local correspondents from November 26 to December 18 of the year 2004 by Korea Rural Economic Institute for their research. The following data is the results analyzed from the collected 791 questionnaires.
2 out of 10 (20.3%) answered that their living standard has been “improved” compared to that of 5 years ago. The negative attitude toward their living standard seems to be slightly relieved as only 1 out of 10 (10.2%) answered ‘improved’ compared to year 2003.
However, 67.8% predict that the rural economic will be ‘weaker than now’ within next 5 years. It shows that they still have a higher sense of uneasiness about their future.
The result also shows that 20.5% (2 out of 10) are ‘satisfied’ with their occupation. It's a 4.7% higher number than the previous year and the satisfaction level with their occupation has been increasing during the last consecutive 3 years.
7 out of 10 are now planning to actively correspond to the opening of Korean market to foreign agricultural products. It's a 5.3% higher number than the previous year and shows they have more positive will to deal with the problem.
‘The co-op reform’ (31.1%) and ‘the establishment of the measure toward agricultural rural areas’ (25.1%) were chosen as the most effective agricultural policies promoted during the last 1 year.
On the other hand, the poll shows that the farmers believe the government should put more effort in ‘the distribution reform for securing the price and quality competitiveness’ (19.3%) and “the active correspondence toward global agricultural negotiations” (17.7%).
4 out of 10 (40.7%) agreed with the necessity of amending the Grain Management Act while 3 out 10 (29.3%) answered that it is ‘appropriate’ on the general issue of fixing the food administration system.
62.4% agreed with the necessity of fixing the farmland system and 63.1% made a positive remark on the amendment of the Farmland Act.
33.7% answered that the co-op reform has been ‘successfully implemented’ while 46.8% still feel that ‘the issue regarding remuneration of the central organization and its executives’ requires the serious attention.
