This study deals with the food aid program of the United States and aims at providing information for the Korean policy makers who are in charge of the assistant affairs to North Korea.
Korean government have made food assistances to North Korea since 1995. There is no room for doubt the fact that North Korea is much indebted for the alleviation of her food crisis to South Korean food assistance. Therefore it can be believed that the humanitarian goal of the assistance has been achieved.
However, it did not achieve a strategic goal which is to promote North Korean agricultural development or the cooperation between South and North Korean agriculture through the food assistance because there was no basic strategy and steady operational programs to be going with the food assistance.
South Korean government have to establish a firm formular for the food assistance to North Korea in order to attain the strategic goal. As a basic work, it needs to study on the foreign food aid program of the advanced countries. Thus, this study is a summary on the food aid program of the United States. The United States has made food assistance with great concern and has prepared for the strategy and institutions. Moreover the United States has many technical measures connected with the economic development of the developing countries. This study will furnish with useful informations.
The main contents of this study are as follows; first, the U.S. Public Law 480 prescribing food aid programs is introduced. Second, the structures and goals of the various food aid programs of United States are compared each other. Lastly, some suggestions for Korean policy makers are presented.
