The purpose of this study is to establish an integrated implementation model of development programs for rural and underdeveloped regions and to propose improvement schemes of rural development institutions. This study largely consists of four parts, which are (ⅰ) to review theoretical discussions concerning integrated rural development, (ⅱ) to draw policy problems to be solved for integrated implementation of rural development programs, (ⅲ) to analyze the common characteristics of the cases of integrated implementation of rural development programs in Korea and foreign countries, and (ⅳ) to establish an integrated implementation model of development programs for rural and underdeveloped regions and to propose institutional improvement schemes for integrated rural development.
First, for the purpose of reviewing theoretical discussions related, we investigated the background and the main ideas of integrated rural development theory. Based on the theory, we derived some policy implications for establishing an integrated implementation model of rural development programs. The implications are mainly focused on the roles of main agents in rural development processes, from the planning through the implementation, and to the monitoring and evaluation.
Second, after examining the recent changes of rural development policies and related institutions, we drew policy problems to be solved for accomplishing integrated rural development. With the recent reform of the regional policy framework, new supporting programs were introduced for 'Gicho Saenghwalgwon'(the Primary Human Settlement Units) which consists of 163 sis(city municipalities) and guns(municipalities). The policy reform simplifies 210 supporting programs for regional development into 24 program groups which are supported with the single budget system respectively. This policy change will be able to solve several problems that have obstructed implementation of integrated rural development. We also elicited expected policy problems newly generated by the policy framework reform.
Third, we examined various cases of integrated implementation of rural development. The cases were analyzed with four perspectives of integrated rural development: integration of goal and vision of rural development, integration of main agents and organizations of rural areas, spatial integration of development, and integration of budget and policy process.
Finally, we established an integrated implementation model of rural development programs. The model mainly includes policy process and roles of main agents of rural development. We also proposed some institutional improvement schemes required in order to properly operate the model.
