A study on analyzing total performance and developing the index in agricultural infrastructure development programs.

As the total expenditure for the agricultural sector grows, investments in agricultural infrastructure development continue to increase. About the optimal amount and inefficiency, there has been a debate for additional investments in this sector. However it is necessary to rebuild a new system of agricultural infrastructure development due to climate changes such as frequent natural disasters and changes in the cropping system. Therefore, it is time to check pursuing comprehensive performance analysis what the agricultural infrastructure development programs achieved.
In this study, three main methods are applied- international comparison using global indices, quantitative analysis for total invested funds, and in-depth performance evaluation to synthesize performance of individual programs.
In chapter 3, we compare performance of agricultural infrastructure with other countries using the accumulated capital stock as an index. We also calculate GDP/ACS(production per capital accumulation) for measuring productivity. Results show that productivity in Korea is much higher than others.
We focus on the expenditure multiplier in chapter 4 applying econometric method- error correction model. The expenditure multiplier since 2000’s is 2.59 won. In chapter 5, we evaluate a comprehensive performance for the agricultural infrastructure exploring input, output, and outcome indicators.
