This paper investigates whether or not fixed (decoupled) direct payment to Korean rice farmers is decoupled.
In this paper, we conclude that it increased rice production and it causes the excess supply of rice.
It is true since many Korean rice farmers do not recognize the differences between fixed direct payment and
variable direct payment. It shows that Korean government needs to inform the payment terms of the fixed direct
payment to rice farmers through newspaper and media.
