Study on the Prototype of the Saemaul Undong within the Framework of Public Policy

The purpose of this study is to analyze the prototype of the Saemaul Undong (SMU) within the framework of public policy. The output of this study will present the academic information regarding theory building, field application in global ODA and policy shifting of the SMU. The results of this study indicate that the elements of the SMU prototype are as follows:
- An ideal match between the goals of the SMU policy and its alternatives.
- An emphasis on educational programs that focus on changes in attitude and mindset.
- Coordination of top-down and bottom-up relationships through a well-established administrative structure.
- Active participation from policy stakeholders, public officers, SMU leaders and villagers.
This study suggests that the identity of Saemaul Undong should be conserved in its original form and its application should be modified according to different cultures and systems abroad. Also, the prototype of the SMU implies that there needs to be a harmonious relationship between the hardware of the system and the software of the management during policy implementation.
