A Study on How to Use the Creative Class for the Vitalization of Rural Areas

Research Background
Some countries in Europe, North America, and Asia have extended the policy interest in the creative class and their return to rural areas for population growth and rural revitalization. However, unlike the governments of those countries, the Korean government fails to customize the support for general urban-rural migration. There is almost no research on the creative class and also a lack of conditions to attract and utilize them in rural areas. Thus, it is necessary to investigate the optimal environments of rural areas in which the creative class resides and also the corresponding policy demand for rural revitalization. Based on this background, the purpose of this study is to analyze the actual contribution to the rural revitalization of the creative class and suggest the policy direction and strategies to attract and utilize the creative class.

Research Methodology
In this study, we analyzed the actual conditions of utilizing the creative class through literature review, statistical analysis of surveys, domestic and overseas case studies, and expert consultation. First, we examined literature and actual cases to investigate the proper definition, classification, characteristics, regional revitalization effects of the creative class. For statistical analysis, distribution of creative class, location factors for their rural dwelling, and regional revitalization effects of the creative class were identified by 10-year time series data on demographic and regional economic changes. We also conducted surveys targeting the creative class residing in urban and rural areas, local officials in charge of urban-rural migration. Domestic field surveys were conducted through on-site inspection by interviewing the creative class and public officials. Finally, we collected policy opinions of professors, professional researchers, and related experts on how to use the creative class for rural revitalization.

Findings
Based on the analysis results, this study suggests the policy direction and strategies to attract and utilize the creative class for rural revitalization. For the policy direction, we propose the “platform to attract the creative class and revitalize rural areas.” This platform consists of four types of basic modules and the corresponding support linkage modules, including ① a residential support module, ② a job creation and start-up module, ③ a community revitalization and urban-rural exchange module, and ④ an information offering module. This study proposes strategic modules to attract the creative class that rural areas need for rural revitalization.
