With regard to food security measures, there has been a long-standing viewpoint between agricultural importing and exporting countries. One is the effort to increase the self-sufficiency rate of staple grains through domestic production increase and the restraint of imports, and the other is the view that trade liberalization can improve food security. In this research, recent discussions on food security are reviewed, focusing particularly on trade liberalization and self-sufficiency policies that are of interest to Korea. In addition, the Philippines is introducing a policy to promote food security after rice prices have risen in 2007 and 2008, especialy, this research focus on rice tariffs. |
