이 연구는 강화군의 농업·농촌 및 식품산업의 경쟁력을 강화하기 위한 종합발전대책을 수립하는 연구로서 강화군 농정의 장기비전, 계획의 수립과 그 추진방안을 모색하는데 있다.
따라서 이 연구에서는 강화군 농업·농촌이 가지고 있는 부존자원에 대한 조사와 읍면별 실태조사 및 전문가 조사를 토대로 강화군 농업·농촌 및 식품산업의 비전과 발전전략을 제시하고 부문별 발전계획 및 투융자계획을 제시하였다.

Recently, local agriculture and rural areas are confronted with a critical situation due to the rapid change of national and international conditions in agriculture and rural areas. Ganghwa county has invested in agriculture and rural areas based on several development measures, but the establishment of systematic measures based on long-term vision has not been sufficient so far.
The purpose of this research is to establish the synthesised development plan of agriculture and rural areas as well as food industry by specifically examining local, environmental, and social-economic characteristics of rural areas, and evaluating the merits and demerits of local agriculture as well as its potential.
Entire areas of Ganghwa county are set as the spacial scope of this research, and this plan covers a five-year time span from 2011 to 2015. The current condition of agriculture and rural areas of Ganghwa county is identified according to sectors; agricultural production and its distribution, rural development, and local agricultural system.
The tasks of agriculture production and its distribution are as follows: First, promoting Ganghwado rice industry, second, multilateral development of horticultural industry, third, expanding environment-friendly agriculture, fourth, quality enhancement of Ganghwa hanwoo, fifth, improving the direct distribution system, and sixth, vitalizing local brand marketing.
The tasks of rural development are as follows: First, improving settlement environment and preserving landscape, second, installing facilities for tourism, and third, strengthening the capability for rural tourism.
The tasks of local agricultural system are as follows: First, establishing of "Ganghwa agricultural planning group", second, expanding item-oriented education, and third, building up innovative cluster.
