요약문

우리나라 축산업은 양적 성장을 거듭하며 농업·농촌 경제의 핵심이자 국민 식생활의 기반으로 자리매김해 왔다. 그러나 현재 우리 축산업은 구조적 대전환의 기로에 서 있다. 특히 급격한 인구 고령화가 축산업의 근간을 위협한다.

고령화는 노동력 감소와 질적 저하를 넘어 후계 인력 부재로 인한 투자 위축과 생산 기반 약화로 이어진다. 경영 승계 후계자가 없다는 농가가 69.7%에 달하는 현실은 축적된 자본과 기술의 순환 단절을 보여준다. 이로 인해 한편에서는 고령 농가 폐업으로 폐축사가 급증하여 환경 문제의 원인이 되고, 다른 한편에서는 청년 농업인들이 높은 규제 장벽과 자본 부담으로 축산업 진입에 어려움을 겪는다. 이는 자원은 버려지는데 신규 진입은 막히는 구조적 모순이자 시장이 작동하지 못하는 사례이다.

이러한 복합적 위기 속에서 축산업의 지속 가능한 성장기반을 유지하기 위한 근본적 해법 모색이 시급하다. 이에 본 연구는 노동, 시설, 기술 세 분야의 유기적 연결을 통해 인력 위기 해결을 목표로 유휴·폐축사 자원을 청년 농업인에게 연결하는 ‘자산 순환’ 방안, ICT 기반 스마트축산 확산 전략, 청년 세대의 안정적 진입·정착을 위한 금융·교육·제도 개선 방안을 모색하였다.

Purpose of Research
○ This study focuses on the following three areas in response to changes in the workforce structure. First, it presents efficient utilization plans for livestock facilities slated for closure and those already abandoned. It specifies models for ‘succession, sale, and lease’ to connect idle facility resources, resulting from aging farmers and a lack of successors, to new entrant young farmers or existing farmers seeking expansion. Furthermore, for long-term abandoned facilities, it proposes utilization plans and reversion plans to create a virtuous cycle for these resources. Second, it examines strategies to expand the adoption of smart livestock farming using ICT. It analyzes policy support measures and tasks to accelerate the dissemination of smart livestock technologies—which are key to improving productivity, optimizing animal management, and solving odor and biosecurity issues—and to increase their on-site application. Through this, it seeks strategies for the technological advancement of the livestock industry. Third, it derives measures for securing new farmers. To fundamentally address the problems of aging and labor shortages and to improve the quality of the livestock labor force, it comprehensively reviews improvement plans to support the stable entry and successful settlement of the younger generation into the livestock industry.
