The purpose of this study was to develop road maps for promoting advanced agricultural human resource through agricultural education and training system. For the purpose, this study examined agricultural human resource development policies of the past, evaluated the recent agricultural education and training system in terms of input, output, and effect, prospected agricultural human resource demand and supply for the year of 2022.
Based on the examination, evaluation, and outlook, as well as review of domestic best practice of agricultural education and human resource development projects in advanced agricultural country and non-agricultural fields, some suggestions were made, through expert consultations, on how to improve agricultural education policies aimed at developing agricultural human resources.
The objective for promoting advanced agricultural human resource is ① three percent growth rate per year of agricultural labor productivity, ② local agriculture and rural area revitalization, and ③ stable agricultural production by sustainable agricultural business unit.
For the objective, agricultural education and training system should be competency-based, local-based, commodity-based, agri-food complex-based, and life-long learning-based. Under the direction, this study suggested agricultural education and training projects under five categories including ① potential agricultural human resource promotion, ② agricultural highschool and college education reinforcement, ③ farmer education & training program improvement, ④ agricultural learning organization and corporate body invigoration, ⑤ agricultural education and training system compensation.
