Background of Research
○With social advancement, there have been growing needs for coordination of the conflicts between development and conservation and for responses to the climate crisis that increases the frequency of extreme heavy rain and drought. Against this backdrop, the limits of each ministry’s policies related to mountain ridges have been recognized, and it has become necessary to enhance synergy effects between policies for coordinating development and conservation and those for responding to the climate crisis by integrating the following: conservation axes of the Ministry of Land, Infrastructure and Transport; ecological axes of the Ministry of Environment; and topographical axes of mountain ridges of the Korea Forest Service. It is needed to integrate these axes in order to change each ministry’s climate crisis responses related to mountain ridges and coordination of development and conservation to pan-governmental policies with synergy effects. As seen in the linkage system between national land and environmental plans, the ecological axes of national land were established in the national unit. However, a spatial database of topographical axes of the ridges that start from the Baekdudaegan Mountain Range has not been created in the metropolitan city/do (province) and si (city)/gun (county)/gu (district) units. Therefore, it is difficult to set upper-level ecological axes in the metropolitan city/do units and lower-level ecological axes in the si/gun/gu units. Also, the Korea Forest Service, which is closely related to topographical axes of mountain ridges including forest and water conservation and forestland axes for conservation, has a plan to build a mountain ridge network in accordance with the 2nd Master Plan for Management of Mountainous Districts, but does not have a concrete action plan.

○Accordingly, this study aims to present a methodology for establishing a spatial database of the forms and hierarchy of the mountain ridges that start from Baekdudaegan and an information support system for using the methodology in order to implement pan-governmental policies for climate crisis responses related to the ridges and for coordination of development and conservation with synergy effects by integrating conservation axes, ecological axes, and topographical axes of mountain ridges.
