Purpose of Research
○This study aims to present plans to improve policies and systems for fostering industries to promote efficient data use and related services in the agricultural production sector for the innovative growth of agriculture as a future industry. The first-year study came up with platforms related to the digitalization of agriculture, established related systems, and presented measures for the government’s policy support for this purpose. Based on the study, this second-year study aims to present ways to vitalize the agricultural sector’s platforms by analyzing data use and demand by each related agent, such as farmers producing and utilizing data, industry, academia, research institutes, and the government. The study also presents policies and system improvement plans necessary to boost a data-based agricultural industry by analyzing the current technology situation of the industries related to the agricultural sector’s data services and by comprehensively reviewing measures to promote and develop the industries.

Research Method
○This study uses general research methods of social sciences. However, as the agricultural sector’s data economy has not been fully introduced yet in Korea, sources for statistical and quantitative analyses are limited. Therefore, different from other studies, the research methods of this study include a literature review, case studies, and the collection of experts’ opinions to devise measures to vitalize the sector’s data economy and to present the characteristics of the data economy more objectively. We commissioned a survey of 156 data enterprises that supply data services and 201 agricultural corporations that need the services. We conducted an e-mail survey of young farmers and agriculture-related majors on their future demand for agricultural data services and on business start-up, and analyzed the survey results of 218 respondents. Also, we utilized the responses of 49 experts from various fields (and additional 55 people in commissioned research).
