Background and Purpose ○Since South Korea and North Korea adopted the Inter-Korean Basic Agreement in 1991, they have had the ultimate goal of achieving unification through peaceful coexistence and common prosperity. In order to approach the common goal of unification set between the two Koreas, a process of forming a community and a market is required, starting with exchange and cooperation at a low level and going through sophistication. Currently, even the most basic exchange and cooperation between the two Koreas, such as food assistance, cannot be implemented due to various internal and external obstacles. Nevertheless, the possibility of a change in North Korea’s attitude cannot be ruled out as the variability of international relations surrounding the nation is high and North Korea’s economic difficulties are deepening. In terms of timing, it is necessary to use this time as a time to predict problems in preparation for full-scale inter-Korean exchange and cooperation and to secure the effectiveness and sustainability of the exchange and cooperation. ○In reality, there are several limitations to the process of resuming and expanding exchanges and cooperation between the two Koreas in the economic sector. The heterogeneity of political and economic systems, the US-China conflict, the recent COVID-19 pandemic, and Russia’s invasion of Ukraine are all intertwined with very multifaceted and complex issues. At the center of these are sanctions against North Korea. The international community, including South Korea, has responded by imposed sanctions on the North Korean economy and increased their intensity, responding to the advancement of North Korea’s nuclear and missile capabilities. Here, the interests between North Korea and the United States are acting as the most decisive factor. Therefore, North Korea’s external economic relations will depend on the level of economic sanctions relief following the denuclearization negotiations between North Korea and the United States.
