  • Research Background

    To overcome the crisis that agriculture and rural areas are facing, new development strategies should be urgently established. Internally, the problems of agricultural population decline and aging have been accumulating for a long time. Externally, financial support and private investment have been shrinking, and imports of agricultural and livestock products have increased as market opening has expanded. The purpose of this study is to re-examine the multifunctionality of agriculture and rural areas, propose a new agricultural paradigm, and suggest major relevant issues and policy direction by sector.

    Research Methodology

    This study largely consists of the general part and the policy part. This report contains the general part, and the policy part is published as the resource book. After drafting manuscripts of the general parts, the researchers made three presentations at the internal debate, and actively expressed their opinions to the whole team involved and shared the direction of the paradigm shift. The policy part was drafted by experts in the policy field and was supplemented through discussion. The results of the commissioned research conducted by the Korean Association for Policy Studies and Sungkyunkwan University were reflected in Chapter 3 of this report and Chapter 9 of the resource book.
