Workshop Is Held On the Subject of "Tasks In Relation to Global Cooperation in Agriculture and Strategies for Implementation."

The KREI held a workshop on April 26, 2006 at the grand conference room on the subject of “tasks in relation to global cooperation in agriculture and strategies for implementation.“

In the opening ceremony of the workshop, President Choi Jung-sup said, “Our country has reached the stage where we should seek mutual cooperation with developing countries and contribute to the resolution of their poverty and rural development issues.“ He also called for the offering of valuable opinions by saying “Our institute is committed to maximizing the effects of international agricultural cooperation from the perspective of the mid/long-term country strategy and strengthening the international agricultural cooperation.“

Enhancing the Effect of Aid with Selection and Focus
President Choi Jung-sup presided over the workshop, and Cho Jae-ho, the head of international cooperation department of the Ministry of Agriculture and Forestry, delivered the first speech entitled “Tasks in international agricultural cooperation and implementation strategies.“ Mr. Cho stated “The government plans to pursue development cooperation projects in consideration of the aid recipient countries' self-help effort and aid demands centered on the regions where the aid creates significant effects.“ In the future, he said regarding the direction to pursue international cooperation projects in agriculture and forestry, “We will enhance the effects of aid through the selection of the areas where the effects of aid are significant and the focus of aid on those areas. We will strengthen cooperation with international organizations and integrate projects via cooperation with relevant organizations and intensify post-project management.“
Following the first speech, Kim Jae-hoon, the officer of the Ministry of Finance and Economy (MOFE), made a presentation entitled “Evaluation of EDCF Agricultural Cooperation Projects and Tasks.“ He said that among EDCF project support, the proportion of agricultural aid is very insignificant, and he revealed the EDCF operating strategy until 2009 by saying “We will pursue providing the aid of 1,940 billion won until 2009, and expand the aid size and proportion in Asia further.“

International Community Gives High Marks to Saemaeul Undong
Lee Hae-yoon, the director of development projects of KOICA, made a presentation entitled “Evaluation of Free Agricultural Cooperation Projects and Relevant Tasks“, explaining the status of ODA in the international agriculture and the agricultural cooperation status of KOICA and tasks in agricultural cooperation. He added “KOICA's ODA is mainly offered to Asian countries by 78 percent, so Asia takes up a large portion of our aid compared with other regions, and KOICA is providing 12.8 billion won of aid.“
Senior Fellow Jeong Gi-hwan of the KREI made a presentation entitled “International Penetration of Korean Rural Village's Experience: Saemaeul Undong.“ Senior Fellow Jeong said, “Compared with domestic evaluation, Saemaeul Undong (or New Village Movement) has received favorable evaluation from the international community, and it is because of the high percentage of participation by residents, successful eradication of poverty, mind-set reform, and enhancement of resident's managerial capability.“ He explained, “Saemaeul Undong has revised the traditional village mechanism of traditional Korean rural village into the modern village development model and it is the Korean-type rural development model which was nationally distributed under the leadership of the central government.“
Senior Fellow Jeong took the examples of the countries pursuing Saemaeul Undong such as Vietnam, Cambodia, Laos, and Nepal. He said “In the future, Saemaeul Undong shall apply the organization and management principles of regional villages under the leadership of the government, be able to enhance cooperation level via project implementation, manage the capability of project planning and management and encourage further residential participation. He also asserted, “In particular, China is carry out the new village construction movement after benchmarking our Saemaeul Undong so that we shall set out strategies for Saemaeul Undong's globalization.“

Need to Effectively Pursue International Cooperation
After the presentation, KREI Senior Fellow Kim Yong-taek, Dr. Park Bok-young of the Korea Institute of Economic Policy, Prof. So Jin-gwang of Kyungwon University, Prof. Jeon Wun-seong of Kangwon National University, Saemaeul Training Center Vice President Jeong Gab-jin, and Prof. Han Hong-ryeol of Hanyang University participated in discussion as discussants.
In the discussion, a consensus was reached among participants that in order to effectively pursue international cooperation in agriculture, it is necessary to carry out long-term researches on agricultural and rural village status and development strategies and to make institutional complementation and program adjustment to enable strategic participation of local agricultural groups.
